I think the Supreme Court size should be at least doubled and all justices should have either term limits or re-confirmation hearings every 10 years or so. With 18 justices they can have two panels of 9 and double the workflow. They can also either rotate or randomly assign them so it's not the same 9 people for every case. With the current court having only 9 justices they have to turn away hundreds of petitions every year in part because they lack manpower.
