Politicians should not be permitted to receive contributions, or spend a cent on their campaigns. And once in office they should not be able to profit beyond salary. Govt should supply free the primary and subsequent campaign platforms, giving equal time to all.
Early on, with many candidates, airtimes may be very limited, perhaps only a few minutes, ie the new format for primaries. Final run off winners can be provided ample time to make themselves known.

Negative press is used today, not to deride a candidate, but to help the "other side" popularize a pre-selected candidate.
Its the "underdog" effect, even when the candidate is definitely not an underdog.
You would have to ban negative press, or put a limit on it. Which would (correctly) be characterized as "limiting free speech".
