The French monarchy was established by the frankish tribes in like 500ad. (Yes after the pope) The German monarchy "the emporor" was established like 800ad. Both of them switched dynasties but the monarchies were there and in place long before England was a political entity. Yes the French monarchy was undone and redone and undone again and the holy Roman empire was replaced by the German empire but the borders and nations are pretty much the same. The English on the other hand kicked the vikings out and formed England in 927ad. And they also switched dynasties several times since. So I guess it's just a matter of how you define a monarchy. Which is basically inconsistent. When the parthian empire was replaced by the sassanians, all that happened was the dynasty changed. But in Rome when the dynasty changed it was still the Roman empire. Just dumb semantics.
