I do bug people here and there about it, and on PC a message pops up when your cursor hovers over the downvote button reminding people the button is for spam and off-topic posts rather than disagreement. It still takes other people politely pointing this out, of course.
Do only mods get notifications of this?

What about a comment that has no point except to say nasty things about jews or whatever. Are we allowed to downvote that? Because that is just plain trolling.

Most people on the site are quite serious about disliking Jews. Most people on this sub are quite serious about Q. If someone has an issue with one of those opinions, they're expected to use their words or simply agree to disagree instead of downvoting. @Diamondeye, was that clear enough for you?
