The "fleeing the scene" thing is the cover up though. That way they can claim it wasn't intentional and he avoids the culpability for deliberately targeting a White town's Christmas parade. He may have been fleeing a stabbing but he wasn't being chased at that time and he deliberately sped up through the crowd of White children.
