If 50,000 felons, for example, voted thinking they were allowed to vote. You couldn't prove they knowingly voted illegally. It would be illegitimate, but not fraud. Again, just an example.

The narrative needs to be illegitimate votes, so there's no way to know who won. It isn't important to know who won. All that matters is that AZ's election cannot be certified.
