I don't think the quoted passage means that vaccinated are more likely to be infected than nonvaccinated, but rather that the effectiveness wears off over time (hence the term "booster"). That said, it seems like it shouldn't wear off so quickly. The suggestion floating around that they're planning to piecemeal this stuff with boosters every few months, forever, is disturbing.

Moderna seems to hold it's effectiveness at 120+ days dropping from 93% to only 92%. Pfizer's had a significant drop off:
VE against COVID-19 hospitalization during March 11–August 15, 2021, was higher for the Moderna vaccine (VE = 93%) than for the Pfizer-BioNTech vaccine (VE = 88%) (p = 0.011); VE for both mRNA vaccines was higher than that for the Janssen vaccine (VE = 71%) (all p<0.001) (Table 2). VE for the Moderna vaccine was 93% at 14–120 days (median = 66 days) after receipt of the second vaccine dose and 92% at >120 days (median = 141 days) (p = 1.000). However, Moderna had much higher "Vaccine Adverse Events" than the others.
You do expect seroprevalence of antibodies (IgG and IgB) to attenuate; that's how immunity parameters work even with natural immunity after you recover from a pathogen-caused illness.
Good news, though: even if seroprevalence shows a drop, your body still knows how to make the antibodies. Just may take longer to churn them out if the attenuation is quite a bit. Obviously, you want a high and sustained titer count to fight off acute exposure to the pathogens. The bigger the initial exposure, the harder it is to fight the infection off successfully without becoming ill.
To your larger point, yes, the dude in the video is spouting off common falsehoods less than a minute into the video. Such as "these aren't vaccines because they don't give you complete immunity." That's not how vaccines have ever worked. There's no silver bullet for pathogens. Just stuff that can increase your probability of not getting severely ill or dying.
Perhaps if Fauci and co. had told people that, we wouldn't have these falsehoods floating around. "Hey, these things don't give you perfect immunity. Vaccines never worked like that. They reduce your chances of getting severely ill or dying. There are side effects. We have that data from the Phase II and Phase III trials. Talk to your doctor about those and determine if the vaccines are worth the risk."
