Problem is that the Taliban are not forced to wait for the licenced contractor to fly in to airlift the Humvee to the licensed repair shop. Nobody can stop them from to just repairing the Humvees for themselves. Maybe a UN resolution can ..

Count the Pentagon in. The Pentagon paid for the gain-of-function research in Wuhan through the EcoHealth Alliance, they are all one big international club now.
