The people who were at the capital were not criminals and they did not go there to engage in criminal behavior. Why would anybody law abiding citizen think they needed to hide their identity? The police opened the gates and waved them in, they strolled around, sightseeing, and, for the most part, they stayed in the designated areas for tourists. No reasonable person would think they have to hide their identity just to visit the capital.
