As a unique identifier(UI), a program needs to seed an algorithm with a unique input. There could be many unique seeds inside the human body making this number predicable with a vaccine batch number and the person's UI. Hmmmmmmm.... That would be fucking devious. More of a reason for all of us to say FUCK NO.
