He is there to pass on information that THEY want us to receive.

He LIED to us POINT BLANK about speaking with Q and knowing who Q was, when we were SPECIFICALLY told unreservedly, that there was NO COMMUNICATION outside the Q board. He LIED.

Apart from coded comms. received, of which there are 100s of proofs, there is NO communication outside of Q the board.
