I was wondering why my phone didn't get the test since all my alerts are turned on. Then I saw a post somewhere else that said we have to opt in for tests. I had my TV on when the test came through. It didn't mute the program that was on so the message played alongside the program. Plus it was really static-y. No scrolling message either. Big fail!!!
