I don't know what their filesystem looks like, but from what I understand, it's a Windows install. There'd really be no need to partition, and no need for extra disks, so barring those possibilities, replacing the image would replace the local data/database.
Look, the dude provided photos of what looks like the BIOS section of the instruction booklet for a motherboard, and the instructions given to election workers/IT staff. It reveals nothing new, or useful, or unexpected. That's my only point. That this "news" isn't news.

Came back to reply just this. You give any of this info to entry level blackhats and they'll exploit and compromise the fuck out of this system remotely. Add to this the fact that NONE OF THE ESSENTIAL SECURITY UPDATES WERE PATCHED IN AN ENTIRE YEAR BEFORE THE ELECTION and now you have an additional dozen of attack vectors...
