All electronic communication data is captured by NSA and 4plus 1, but specifically all that's needed are the Ip addresses for those election polling centres, which is a fairly simple task if one really wanted to find out . Its a lot of human intensive hours to 'unmask, decrypt, decipher, collate and analyse the packets etc' but not impossible nor improbable if that indeed is what those with the authority to order it done, did so. I'm on the fence - simply bc there's has been no actual verifiable evidence for either happening ....
