They are not saying that masks have no effect on the transmission of viruses, they are saying that there was no significant difference in the incidence of laboratory-confirmed influenza among health care personnel with the use of N95 respirators (8.2%) vs medical masks (7.2%).

So it is N95 respirators vs medical masks, not masks vs no masks.

No commercially available virus blocker mask is affordable to 99.99999% of the population. The virus is too small and the mask holes are too big.
