They are correct, and she was probably sent there for that purpose. She is one of Omidyar's people.
What powers does she have over Durham? And is this lawful?
It's lawful but certainly not ethical - a severe conflict of interest. I don't think she'd have supervisory power over him, but she certainly would have a level of access (which they probably already have.)
