The problem is that, although they put forth a public narrative that elections are handled at the local level, they are not. All those election officials have "ceded" their duties to conglomerates that provide them software, training and even staff. So, even though it looks like they're handling their own elections, they are not.

A little background on Jack Cobb. A month after he formed Pro V&V (with a $200,000 seed of unknown origin,) Pro V&V was INVITED by the EAC to test and certify election equipment. Can you imagine forming your own company, a company that has no proven track record, and a month later getting INVITED by the EAC to test equipment?
