One interesting point I picked up on from this discussion.

Durham has broad and far reaching power to do anything he needs to do and spy on anyone he deems involved while investigating and completing his report. (I knew that)

What I don't think I realized though is that the day he turns in his report, all that power is relinquished. So it would make sense that he would lay low and continue to work and keep the doors open as long as possible hoping for any new developments and a better climate for turning it in. Who would he give it to now anyways? They most likely already have a hole dug and filled with kerosene to "file' it in
