I think Pelosi may be the one who gave the order to shoot. Of course, she would not have said that. She would have said something such as, "Defend this point at all costs. Don't let a single protestor cross this barricade." But the meaning would have been clear -- use deadly force. And the order may have come down a chain of command through one or more intermediaries.
