These are essentially non-nuclear electromagnetic pulse (EMP) weapons for destroying electronics, usually by high-powered microwaves aimed by a dish antenna.
Straight out of the old sci-fi movies. A dish antenna is used for receiving signals, not sending.

DEW stands for Directed Energy Weapon. The energy is directed by line-of-sight to the target.
EMP stands for Electromagnetic Pulse. A pulse is a burst of EM energy that carries in all directions at once, like an explosion.
These two things are not the same.
An EMP can be deterred by a Faraday cage. A Faraday cage is designed to block out all electromagnetic signals. All important sites in the US are housed within Faraday cages. Other technologies that don't rely on EM signals can be used to communicate between these sites during/after an EMP. An EMP is so short in duration that it's only necessary to guard the equipment during the time of the blast. Sensors that use light-wave technology can signal an incoming EMP and turn on protection before the EMP hits.

There was no threat from Russia. They were doing military preparedness training at the border. The Deep State MSM portrayed it as an attempted attack.
