I doubt anything will ever be 'free'. It must take a lot of some kind of power to run those 'enormous voltage impulse generators', no? People aren't going to man, maintain, or service it for free, either.

Evolution occurred with little more electromagnetic (EM) fields than that of the earth's magnetism and lightening strikes. There is no reason to assume the EM fields that we live in are safe and even less, something like that. @Quipper
