It has been said many times Demascats always have trouble passing bills, so trickery is needed or courrpt judges DC is thick with thieves, they will wait till last minute create pressure for decision, they know who they can lean on an manipulate. the tactics don't change but their ideology did, they sold out too any moneybags 💰 they had presented to them.
