Well, he could in primitive systems, such as early assembly, which is how he assisted his team of actual developers in creating MASM, then MS-DOS, which allowed for the creation of the initial Windows OS. I doubt he's kept current.
He didn't write DOS. He bought it cheap from IBM and had others develop it into MS-DOS and then the Windows layer. He probably hasn't looked at a line of code in 30 years. Too busy plotting and scheming his depopulation agenda.
I didn't say he wrote DOS. Go back and read what I wrote.
