When they play with the weather to hit a particular spot, it changes things globally.
I'm not convinced they have the power to change the weather so drastically that it affects the globe. Tornadoes are formed by cold and warm air masses colliding. If they could control the planets climate and thus jet stream the'd be making it hot so they can push their global warming taxes.
Although weather modification can only be used to affect certain areas of the globe in the way they intend it to, it still affects global weather patterns in an uncontrolled way. For instance if you draw the moisture or warm air in the atmosphere to one specific area, it will be drawn away from other areas. You end up with abnormal weather patterns in those other areas.
I see your point but the atmosphere is too large. Ever see a large volcanic explosion from the ground and then see it from a satellite 200 miles above it? It looks huge from the ground and tiny from the satellite.
