It's part of a "face unlock" feature, that keeps the buttons and display of the phone locked until it sees a face looking at it. Burns quite a bit of battery. You can easily disable it.

Depends on the phone. I have a Motorola phone with the feature, and I turned it off. It's under the "Security" menu.
