Heads of foreign governments were involved. MI6 and the City of London were involved, etc.. I regret to tell you that the 'united' States actually means States govern their own States. Elections have been an authority of the States from the very beginning, *ab initio*. This means the State run their own elections according to the Constitution for federal elections.
