You're speaking before you think. Reverend Manning is telling his fellow black people that they should thank Whites for providing them civilization. He laments and acknowledges blacks have not ever contributed to the advancement of civilization. His message is to stop attacking Whites and be thankful to them.

This part is on the Thomas Jefferson Memorial:

The rest of the following quote is not on the memorial.
