It does look like Barr's hands are being forced behind his back especially looking at the position of the agent's left hand in relation to Barr. But then I know that would NEVER happen so.. Option 2: Barr is tucking in his pants and the agent is grabbing something out of his own jacket pocket or putting something in the pocket b/c they both just got out of the car.
