First of all, there are undoubtedly some good guys, or white hats, or whatever you want to call them. And of course they would have acted by now if they were able to. I think the problem is the good guys are way outnumbered, and if they can do anything at all, they are too weak to act immediately. To do something big and dramatic would require at least the threat of force, and I don't think they have that advantage.
