Bring back mental institutions and take the people out of society that shouldn't be there
We could take old dead rural towns and put them there. Peaceful. Not overstimulating with too many people. No vehicles so they can't get to other people to do harm.
They could live like in the old days - it'd be simpler and easier for them to handle.
But again I'm not talking about criminals. I'm talking about people who's brains don't operate right.
You are talking about someone who pulled a gun on someone, tried to take a baby and tried to molest a woman.
If rape, kidnapping and murder isn't enough, nothing would be.
