It is most likely an NSA creation. They are big into cryptographic problems. Or it was libertarian minded people trying to solve the problem with modern currencies in the wake of the GFC.
My money is on the NSA. It is possible it is an inflation sink designed to capture some of the excess liquidity in the everything bubble
