“And we have our freedoms and we have to live by that, and I agree with that also,” Trump added. “It’s a great vaccine and it’s a safe vaccine.”

He also pointedly told everyone to get the vaccine. What the OP stated is correct. His opposing positions regarding vaccines causes a cognitive dissonance that is adding to the confusion. None of this is random, there is an agenda for what he's saying, it's not very clear right now what that is.
