The 35 words in Article II, Section I, of the Constitution read as follows:

Ever hear this story? There was this ship that sank in the open sea and several survivors made it to a life boat. All of them were stunned by their sudden calamity. With limited rations and water in an already overloaded boat, there was one individual, who was very vocal and bewailed about their misfortune. "There should have been more done to prevent our fate!" - he excoriated. "Now no one is going to save us." he scowled. Already greatly stressed and weakened by the harsh elements of the sun and the cutting wind, all of the survivors suffered in complete silence except for the one that incessantly complained. The more the elements took its toll on the survivors, the more that one seemed to complain. It got to the point to which the others felt that wretched person was becoming the greatest threat of all. So when the final moment came for surviving, who was the one most likely counted out?

You missed the context of the reading. They were not rescued, they continued surviving as things got worse. So, who was most likely counted out and rejected as part the survivors?
