Unfortunately, the bill is unconstitutional. See United States v. Lovett. Also, the legislature generally can't just fire executive branch officials. There are sometimes removal procedures in the statute creating the agency, which usually have to be started by the president. The procedures are generally restrictions on the president's power to remove people.
