As far as the NSA is concerned, there is nothing to expand, as they already collect EVERYTHING. What they are trying to do is legitimize the illegal domestic surveillance so that it is easier for them to use it. Right now, if they detect a crime with illegal surveillance, they have to use what they call "parallel construction" to hide the way they illegally gathered evidence.
