Well you just expanded my mind. I know about the US Postal Service being a 'quasi' governmental business, but I didn't consider the DMV as being such. Based on your input, yet another piece of the puzzle comes together regarding the purchase of a vehicle. Even when a person 'owns' a vehicle outright, the ownership is provided as a 'certificate' of Title. A certificate is suppose to be a 'proof' of ownership, but it is not the Title. I found out that the State actually retains the Title. Can you understand why Bill Gates says the purchase of Windows is NOT actually owned by the purchaser? People demand the Title!
