The PPE masks do a great job of concealing the obviously strange lack of movement that occurs when the full-headed mask wearer is talking, which is probably why Biden would wear the biggest PPE mask possible, like Trump joked about.

"I don't wear masks like him. Every time you see him, he's got a mask," Mr. Trump said, adding that Biden "could be speaking 200 feet away" and then "shows up with the biggest mask I've ever seen."

This also explains why Biden's eyes are so squinty and black. I think it's easier for the actor to wear a mask that conceals blinking, but this also causes a shadowing of the eyes, which is why they appear to look black rather than the bright blue irises of the original Biden. However, it could be a black man (or woman) under the Biden mask, which is why his eyes look so dark.

But who is wearing the Biden mask? Who has the same build and stature? Is it a famous actor, or is it some nobody who happens to have the same physique, but has the ability to imitate the real Biden's voice?

The Biden mask also explains why he doesn't appear in public very often and hasn't been seen speaking all that much. From the video, it appears that the full-headed mask can only be used once because it's too stretched out to use again. I'm sure these full-headed masks are expensive to make, so they have to limit the amount of times the fake Biden makes an appearance.
