I see no evidence that he can speak, at all, without extremely large words on a teleprompter, scrolling slowly, and a massive amount of drugs in his system to keep him coherent.

Okay, that made me laugh! It could be he is a modern day Mr. Ed, if anyone remembers the show. A talking horse which was stimulated by some electric gadget to mimic talking. It is our current leader.
