This is not how combat works. If you're going to do something, just do it, preferably when it's least expected.
Get things like "marching" and "demanding" or complaining out of your heads, I don't know why so many people of the last few generations don't understand how force works. There have been many brutal lessons in the past 80 years.
The outcome is already known, everyone involved knows exactly what they are doing and what they will do. Soldiers and police will follow their paychecks and stomachs, almost every single time.
They can't quit, there's nothing else for them to do, they are like rabid dogs.
