Exactly. Answer why she was shot. Because, the only ones with weapons were the SWAT team lined up behind her. The SWAT team was on the stairs directly behind her, so there was not a threat from her.

I'm pretty sure it was a staged FF event and she's alive.

But putting a legal team on it allows the white hats to put pressure on the bad actors involved in the staging.
