Thirdly, the State Department has well over a 100 thousand people in it. The management of it relies on the heads of Departments that in turn rely on career managers in those departments. On top of this there is the Senior Executive Service, who are un-elected officials that are outside of the scope of the President to remove or fire them. They are part of the CoG infrastucture first set into place under the Jimmy Carter Administration. It is now known that many of these SES officials are Deep State. Even Hillary Clinton was SES and it is a who's who of the Deep State operation. As a President being head of the State Department, as well as the DoD, one would rely on the advise of his Advisers. This is why the POTUS has several Advisers on his staff. If Fauci was recommended as an Adviser to the Coronavirus Counsel, his voice would be heard by the POTUS. I noticed a shift to Dr. Atlas after revelations started to come out about Fauci flip-flopping on the Covid-19 narrative. Basically, Fauci exposed himself being set in a visible public position.
