This OP helped me finally find some info i have been wondering about for past coupla years. I recalled Agenda 21. Also have had on my mind (forever) some tidbit of info about local governments joining the Agenda push and it was under some sustainability topic and the letter I in the name of the organization. (Aint it funny how the mind works. i could never dig up what it was.) Finally as i punched up Agenda 21 AGAIN, sure enough i see this ICLEI organization. Of course my state is listed on there and a local governing body. I will have to look into this further. This is how [they] get a foothold. Some warm and fuzzy goal stated with program to push a larger agenda. Locals have no idea. It just sounds good. So, thanks for the conversation. Question answered.
