there are weather derivatives traded on a 'dark market' directly , and the NASDAQ indirectly having to do with fresh water, crop health , disaster / catastrophic insurance derivatives ,other commodity 'bets' that are played with those in who have the keyboards and the phase arrays. Every Doppler radar installation in the US has the capability of directly heating the atmosphere, effectively creating hi pressure cells that can block and/or steer weather fronts to target areas. Obviously, we've seen hurricanes like 'Super Storm Sandy' steered into the Jersey Shore with precision. There are satellite laser weapons that do the same thing with great precision as well as kick-start and enhance wild fires (there is a lot of evidence of this phenomena) . I can't imagine China rolling out anything and bragging about it - they have been cooking Southern California for years... almost desert transformation.
