Obviously, we've seen hurricanes like 'Super Storm Sandy' steered into the Jersey Shore with precision. There are satellite laser weapons that do the same thing with great precision as well as kick-start and enhance wild fires (there is a lot of evidence of this phenomena) . I can't imagine China rolling out anything and bragging about it - they have been cooking Southern California for years... almost desert transformation.
