the United States has two flags.. One is the National Colors ( a Military Flag ). It has a yellow fringe around it.. The other is the flag without a fringe. As for the eagle, half the flag poles people have have eagles on the top the other half has the ball. there is no law on that.. Banks and courts all have the flag with a fringe. I asked my dad about this when I was little ( dad worked for a bank) being a WW2 veteran Dad taught me about the flag. The Army taught me the same thing dad did. I hope this helps
