With everything that has happened over the last 4 years I would think the plan is playing out behind the scenes. Taking down the Deep STate is no easy task. The best way to beat the enemy is taking them by surprise.
On another note Congress and the Deep State saw a million people descend on the Capitol. I was there. It was very intimidating if you were a crook stealing something precious from them. Hence all the fencing in DC. An illegitimate government working behind rows of fencing protected by the military is bad optics for Americans and the world. It basically says "Yes, we stole the election".
