Technically the linked post is wrong. The ten year rule only applies if the minor is 14 or older. So no, a 21 year old cannot have sex with an 11 yr old and avoid registering as a sex offender. Also the bill only limits the requirement to register as a sex offender, it does not legalize the act itself.
