Trump technically did a speech to a Joint Session of Congress on Feb 28th, 2017.
Interesting that President Trump will be speaking at CPAC on Feb 28th, 2021.

I don't expect Biden to do anything with a joint session of Congress.

Word is to listen very closely to Trump's speech. Trump likes to allude to things without saying them directly.
