The enemy's current strategy was best defined by Nikita Khrushchev as "Conquest without War."

According to Conquest without War Doctrine, the underlying principle of the strategy is to minimize potential for 1st strike and retalitory MAD actions from all countries that are ideologically subverted and\or Conqured in such a way.

The inevitable counter to Conquest Without War strategy is to maximize the potential for 1st strike and retalitory MAD actions. This maximization of MAD exchange is the most statistically likely outcome. The so-called "Q" plan was an alternative strategy to minimize MAD potential. The how and when, although important questions, are less important than the hard reality that MAD is the default counter strategy when all other strategies fail. It appears that Q failed.

Or in the words of Chairman Mao: "Every system contains within itself the seeds of it's own destruction." The inevitable seed of Global Communism's destruction exists in the foundation principle that allowed global communism to exist, i.e. the opposite of Conquest Without War. In the end, the opposite of "Conquest without War" is not "Conquest with War." The opposite is no conquest with no war, which is another name for Mutually Assured destruction, the ultimate lose-lose scenario for all people everywhere.
