If you grew up in the country, you know it wouldn't be possible. Go to literally any store, bank, government building, whatever, and at least one of the people hanging around will be an older gentleman, 50-80 years old, who has his nose in every fucking thing going on in your local area. He's the type of guy that gets word his local zoning board approved a new building to go up in town, and he's driving by and observing every other day, just scoping out what's going on. He's the guy that you get into conversation with, and he'll say, "Yeah, I swung down by X project, and talked to one of the foremen and said, 'Just what you got goin on 'round here? When you gonna be done? My taxes payin for this?'"

This guy - and others like him in your town - knows everybody's business. Oh, farmer John put up a new barn on his property? This guy knows, and he's driven by a minimum of six times to keep track in the past 3 weeks.

We all know a person like this: the one who acts as if they are the sheep dog for the 'order' in every town, and they've got to 'monitor' everything.

You couldn't maintain a tunnel system this expansive, with all of the points for venting, pumping, and not to mention entrances, without these fucks knowing. It could not be a secret.

That said, I think it's highly likely that there are local underground structures here and there. Everyone always remembers the one supposedly below Denver International. Perhaps there are others below military bases, and what not. It's not about keeping these ones 'secret'; it's just about manning them with the personnel and threat of force to keep people from sniffing around.

Wrong. We've got the male version of Karen in our neighborhood. If you get too many weeds he'll report you to code enforcement but beyond that and harassing homeowners through code enforcement he does nothing. If he saw a security guard with a decent badge and markings he'd back off and never think about it.
